My telegram No. 1636 paragraph 2. Viceroy reports that it is now physically impossible for Caroe to reach Chungking by 1st January. If therefore Treaty is signed on that day Richardson must sign for India. You have discretion to explain to Chinese Government that although as a precaution full power was sent by air mail to Richardson, intention was that a high official should go to Chungking specially to sign, but that interval between conclusion of negotiations and date of signature has been too short to permit this plan to be carried out.
Text of full power is given in my immediately following telegram, in case air mail of 5th December has not arrived.
If signature is delayed question of who signs for India can be reconsidered.
