I send you herewith a memorandum shewing the point which we have reached in our negotiation on extra- territoriality in China together with two copies of a revised draft of the treaty and exchange of notes.
we have now heard that with the exception of the question of the Kowloon leased territory (the "New Territories") all points are now agreed with the Chinese Government and the treaty as signed will be as in the enclosed revised draft subject to final revision on minor points of form.
Regarding the New Territories please see my separate letter of to-day's date.
