No. 163, and particularly the new suggested formula at A in that telegram, is the latest stage in this file on the Kenya Highlands question. Subject to your view, the "improved" formula suits uş as well as the old one from the Kenya point of view?

We shall, no doubt, have a great rush at the last moment when the Ambassador reports, and if we have any reason to object to that formula we should do so at once.

New Territories of Hong Kong, The outward telegram is 157 and the Ambassador's reply 170. The Ambassador agrees that we should first try to dispose of the Chinese claim for the New Territories by telling them that we regard that area of Hong Kong as outside the scope of the present Treaty, and that we consider that any adjustment in such areas, involving interests of more than one country and of great strategical importance, must be left for the peace settlement. He thinks, however, that "in their present mood" the Chinese will not be satisfied with anything less than an assurance that the question of the Lease will be reviewed after the war. He does not, therefore, think that, if the Chinese pressed the question, the Foreign Office formula in paragraph 3
