Dear Mr. Eden,

With regard to the instructions which I received from Washington concerning the proposed treaty with the Republic of China relating to extraterritorial jurisdiction and which I talked to you about yesterday afternoon by telephone, I enclose a copy of these instructions as well as the draft text of this treaty. In accordance with the suggestion contained in the instructions of the Department of State that an oral communication be made to the respective Chinese Ambassadors in London and in Washington on Friday, October 9th,

I am enclosing the text of the draft treaty for the information of the British Government and for such comment as it may desire to offer thereon. I would like to discuss this matter with you at your

convenience.
