IMMEDIATE.

India Office d.o. letter to Caroe No. Ext. 4952 of 14th September. Concerted announcements by His Majesty's Government and United States Government were made to Chinese Government on 9th October of our readiness to open discussions in the near future with Chinese Government for surrender of extra territorial rights in China and to present a draft treaty.

It is proposed to include in draft treaty an article under which British nationals would obtain the right to travel, reside and carry on trade throughout China, Chinese nationals being given a reciprocal right in British territory. Please telegraph whether India could accede to Heads of States Treaty containing this article which you will observe does not include right of entry. I hope that no real difficulty in respect of Indian States need be feared.

3. It may be necessary to present our draft (which is not yet complete) to Chinese at short notice in order to keep in step with U.S.A. Please therefore reply very urgently. I shall probably have to. refer other points also to you.
