United States Government also feel strongly that at would be inadvisable to suggest that Chinese Government be saked for a note covering the points raised in draft contained in my selegrem No, 420 of 17th October. It has therefore tean decided to take up these pointe with the Chinese Government informally in the first placO. United Statep Gorscrment will offer informal comment to the Chinese Government along lines similar to that of the first two paragraphe of the draft aote. They explain that it ta not in acuordanos with United States treaty practice to include provisions on the lines of the third paragraph of the draft Lote and they ruserve decision as to whether they would desire to specify in their informal comment all points mentioned in that paragraph.
