па Your telegram No. 1429 [of 16th October: extra-territoriality).
19 You will have seen from the draft treaty contained in my telegram No. 1353 [of 18th October] that it does not relate either to the colony of Hong Kong or any part of it including the new territories, but that it does cover abrogation of 1901 Protocol and rendition of settlements and concessions. Presentation of draft which we hope will be very soon will dispel doubts on these points so far at least as the Chinese Government are concerned. Meanwhile it appears to us advisable to avoid as far as possible making any statements
s to precise contents of treaty.
2. We are pressing on with completion of our draft which has now been revised in light of United States Government's comments. We still await observations of Dominions and India. Amendments will be telegraphed to you as soon as possible.
3. United States Government expect to present their draft in next few days and suggest that if our draft is not complete. when they do so we should make a communication to the Chinese Chargé d'Affaires here to the effect, that we are in general accord with United States Government's proposals. This is under consideration,
