Dear Mr. Eden,
With reference to your letter of October 20th sending me a "Memorandum giving the view of His Majesty's Government in the United Kingdom on the obscrvations of the United States Government datcd 18th October regarding the draft treaty with China on cxtraterritoriality", I send along a further message which we have just received from the Department of State on this subject. I would point out that the Department has accepted your suggestion and will postpone presenting the text of the draft treaty to the Chinese Ambassador until Saturday morning, October 24th. It gives me very great pleasure to call to your attention the last paragraph of this message in which the Department of State has asked me to convoy to you its appreciation
of the understanding attitude and expedition which your Government has shown in this matter.
