34 My telegram No.1375 [of 23rd October: extra- territoriality] paragraph 2.
Sir A. Cadogan made a similar communication to the Chinese Chargé d'Affaires on 24th October. Only question which he raised concerned Shanghai: was Shanghai covered in the treaty or was it left over for further discussion? Sir A. Cadogan replied that it was not separately dealt with and there was no explicit provision in the treaty for any further discussion on this subject.
2. Dr. Chen said that he assumed that negotiations would take place in Chungking, which in his view was the proper place. Sir A. Cadogan confirmed that this was the intention of His Majesty's Government.
