My telegram 18514 of 24th October, China Treaty. Government presented their draft Treaty on 24th October. H.M. Ambassador Chungking is now being instructed to present our draft.

2nd sentence of Article has been altered as follows and Article is now similar to comparable Article in United States draft. Begins. Each High Contracting Party will endeavour to accord in his territories to nationals and companies of the other High Contracting Party in regard to all legal proceedings and in all matters relating to the administration of justice, the lovy of taxes or requirements in connection therewith and the carrying on of commerce, treatment not loss favourable than that accorded to his own nationals and companies. Ends. This change which has the effect of making the whole article vaguer may affect your reservation.

3. Canada and Australia are negotiating their own Trontics. African Government wish to associate themselves with Article 2 only of our Treaty presumably by exchange of notes. Now Zealand will probably adhere to whole of our Treaty by exchange of notes.
