Dear Mr. Eden,
With reference to your last letter to me of 27th October and previous correspondence which we have exchanged regarding the draft treaty with China on extraterritoriality, I send along a further message from the Department of State dated 27th October reporting certain inquiries made concerning the treaty by the Minister Counselor of the Chinese Embassy in Washington.
The Department of state would be glad to have your observations on the questions discussed in this message.
