Although Agency General is for the moment vacant we think it most advisable particularly if course (a) is followed that official of Agency General should sign on behalf of India. Signature by Ambassador will inevitably arouse criticism in nia.

As regards adherence of States we presume that it will be for you as representing Crown to authorise Secretary to Agent General to sign in that behalf,

War time trade restrictions are not in issue since they apply to our own nationals as well as to foreigners. But we feel it is essential to protect such restrictions regarding travel and residence (? whenever) applicable to Chinese in common with other foreigner(?s) e.g. no foreigner can be allowed without special permission to enter North West Frontier
