with reference to the message from the Department of State which I sent you with my letter of 28th October, the Department has just telegraphed me that it assumes that the British text of the draft treaty with China on
extraterritoriality does not contain any provision in regard to inland navigation and coastal trade or any other amendments of a substantive nature of which it has not already been informed. I appreciated the assurances which were given me orally today by kr. Ashley Clark that the Department's assumption in this regard is correct.
