Mr. Monson:
At the Foreign Office meeting yesterday on the China Treaty, I explained very briefly the position regding the Kenya Highlands, but as the question of an exchange of Notes dealing with real property was not actually under discussion, it was suggested that we should let the Foreign Office have a note of the point in writing for use when this question comes up again. I propose to write as in the draft herewith, but I think Sir Arthur Dawe should see it before issue. «Have you any comment on the last
paragraph, and. will you give it the proper registry number? A copy of the letter as sent should go on the Kenya papers about the reservation of the Highlands.
