We presume that steps will be taken for the comprehensive repeal of all our China Order in Council subsidiary legislation upon the abolition of British extraterritorial rights in China, and that consular registration of British subjects, hitherto compulsory under Article 215 of 1925 Order will thereafter be voluntary and gratis. To avoid confusion and as it is uncertain when the abolition will take effect I propose to issue instructions

to Consuls to waive the fees for 1943 registrations.

Do you approve ? I request early instructions as missions and firms normally begin to send passports for renewal of registration early December.
