In light of commeats made in Paragraph No.2. of your telegram under reference Article VI becomes go vague as to reduce considerably if not remove need to protect war-time restrictions ou travel and residence - There is also consideration that if reservation expressly in favour of war-time

restrictions is now made imposition after war of any normal peaco-time security restrictions on Aliens might be prejudiced, We have therefore considered whether it might be preferable either to withdraw reservation altogether relying on vagueness of treaty provision or to substitute minutes in favour of "restrictions on travel and residence deemed necessary in interests of security".
