Land owning rights.
I do not think the Chinese will in the terms confirm any rights derived from old treaties and it will be difficult to get anything on this or other claims beyond what the United States Government arc contented with.
2. This matter is however of great importance and I request your authority to discuss it at my discretion and without commitment with the Minister for Foreign Affairs at the first opportunity bearing in mind our position as regards India. I presume we should be prepared to grant reciprocity in the Burma case of the Chinese for all and other Eastern Malaya. Colonial territories and this should prove powerful
lever. We cannot leave matter sine die or the rights of British subjects will be left in the air with the disappearance of the treaty ports system and they will be worse off than nationals of Belgium and other minor powers under the declarations attached to the treaties of 1928.
