Mr. Seel and I attended a meeting at the Foreign Office this morning to discuss the latest developments on the extra-territoriality question.

As regards the points to which the Colonial Office attaches particular importance, Mr. Seel explained in detail the difficulties which reciprocal treatment for the purposes of acquiring real property might involve in the Kenya Highlands, and agreed to let the Foreign Office have a note of the position in writing. He is doing this separately.
