Shortage of staff.

Owing to the requirements of the situation from the military standpoint, resulting in personnel being detained for naval and military duties, and to the breakdown in health of several of the staff of the Medical Department (possibly due to the continued high pressure involved in coping with an abnormal situation with over three quarters of a million refugees added to the normal "peace time" population of just over a million), the Staff of the Medical Department were hard pressed, but, I am glad to say, rose to the occasion.

Summary.

In spite of deteriorating conditions of living inseparable from the Second World War, it can be said fairly that some progress was made in the investigation into the

ses of ill-health in Hong Kong and in their prevention.
