I explained to Colonel Hoskyns our difficulties in respect of Hong Kong University, and the position between the Colonial Office, Sir William Peel, and Mr. Morse in the University's affairs. I also told him that it would be very timely if he could put on paper some notes as to ways in which we, Hong Kong, and Linnan could collaborate during the war emergency, as well as any ideas which he had for post-war comrade ship between the two. I mentioned to him also the name of Mr. MacDougall as being a good experienced Hong Kong officer whom he could personally and usefully consult in any matters which, on his return to America in a fortnight's time, he thought would be useful as far as the Hong Kong side was concerned.
He promised to let me have some
notes early next week, and I think these can very usefully be considered by impending parties on the reconstruction of Malayan and Hong Kong higher educational institutions.
Colonel Hoskyns can be got at the U.S. Embassy in London for the next fortnight if necessary.
