I am etc. to state for the information
of Sir Cyril Asquith and the members of the
Colonial Higher Education Commission that it is
proposed, in connection with the confidential
plans which are now being prepared for the
restoration of public services, etc., in Hong Kong
and Malaya on their reoccupation, to set up a
small Committee to examine and advise upon the
arrangements to be made for the resumption of the
activities of Hong Kong University and all
institutions offering higher educational
facilities in Malaya, on the reoccupation of
those territories.

As it is clearly desirable that, in
considering the arrangements to be made for these
institutions, regard should be had to the longer
range requirements of these territories in the
field of higher education, it is not proposed that
the Committee should be restricted to the
consideration
