We have now reported to the Secretary of the Higher Education Commission our intention to form a small committee or working party to devise plans for the reconstruction of Hong Kong University, Raffles College, Singapore, and other higher educational institutions on the reoccupation of our Far Eastern territories, and his answer is No. 6.

We propose now to write to the prospective members of our small committee without further delay
