Mr. N.L.Smith, ur. Channon (while available), a nominee of the Foreign office and a Secretary from the Colonial office were suggested for the Committee which could later, if necessary, co-opt other menbers
especially when dealing with the questions of granting Hong Kong degrees to its evacuee students.
