The Government cannot secure its reversionary. rights by changing the current "zone" rent in respect of any lot, since "zone" rent admittedly does represent the full value of any land.

It is a matter of indifference to Government whether it obtains its reversionary rights in the form of annual rent or by a lump sum premium or by a combination of both. There would `
therefore be no objection to modifying the approved method if a lessee so desires by charging an increased premium on renewal but leaving Crown rent unchanged until expiry of the present lease (S. 19)
