No. 10 has rather unaccountably waited about but no action was required upon it. I had a telephone message yesterday from Mr. Looker to ask whether he could call and discuss this problem of the renewal of the 75-year leases in Hong Kong. He thought perhaps one day in the New Year might be arranged. The matter to be discussed, as I understand it from Mr. Looker's letter is the one which is the subject of the Governor's 'despatch No. 6 in this file. The interest of Mr. Looker himself in the problem is explained in my minute of 30th April. As the whole question involves legal consideration, would you be so kind as to see Mr. Looker with me, and if so suggest say two alternative dates when we would be ready to see him. ? Monday the 13th or Tuesday the 14th January at 2.30 p.m.

Mr. Looker has now been asked whether he would like to come and have a talk with me on Thursday or alternatively defer it until Mr. Gent shall have returned from leave at the beginning of next week. I will let the people to whom this file is addressed know what Mr. Looker wishes when I receive his answer to Mr. Gent's letter. As Mr. Gent explains in his minute of 21.12. above, the question involves legal considerations, and we would be very grateful if Mr. Duncan (I understand from

Mr. Roberts-Wray that it would be his subject) would be so good as to see Mr. Looker with me or with me and Mr. Gent if he puts off his interview. Sir Geoffry

Northcot
