My Lord,
I have the honour to enclose a copy of a despatch from His Majesty's Consul General at Amoy recommending the adoption of a revised scale of fees for the survey of emigration vessels in China.

I understand that the fees which Captain Le Fatourel, the Government Marine Surveyor at Amoy, 18 authorised to charge are wholly retained by him, and I agree with his contention that the scale of fees now authorised are not appropriate to present conditions.
3.
Surveys of emigrant ships are never carried out at Shanghai, but I am informed that for surveys of measurement et cetera Lloyds normally charge 10 guineas a day or part of a day, plus expenses, and on this basis it would appear that the scales proposed by Mr. Fitzmaurice are reasonable.
