I have the honour to transmit a copy of a
monthly summary of the net figures recorded of persons
entering and leaving this Colony by train and steamer
during the two years 1938 and 1939. These figures take
no account of movements of refugees or others entering
or leaving on foot, by automobile or sailing vessel,
nor do they include passengers who after disembarking
went on their way by the same steamer.

While no great accuracy is claimed for these
statistics they unquestionably indicate the trend of
movement from time to time: such inaccuracy as there
is will have been due to omission, the figures therefore
should be regarded as conservative. The records for
January
-
May 1938 are lumped, as it was in June of
that year that I gave instructions for a daily return
to be put up to me: subsequently, in order to complete
the twelve-month record, I asked for the net figures for
the earlier five-month period.

It is estimated that the corresponding net
total figure for the last six months of 1937, i.e. when
Shanghai was a war-area, may have been of the order of
100,000.
