With reference to my confidential telegram/of 14th
November, 1940, I have the honour to forward the accompanying
petition signed by members of the Senior Clerical and
Accounting Staff of this Government, regarding the filling of
the existing vacancy in the post of Chief Clerk, Colonial
Secretary's Office.

The views of my advisers in this matter are correctly
reproduced in the quotation in paragraph nine of the petition.
There are I understand one or two officers of medium seniority
in the time scales of this cadre of marked ability who would
be fully capable of performing the duties of this post, but
the appointment of one of them would give rise to protests from
the older men who would have to be passed over and on the
whole it is felt that the balance of advantage lies in making
an appointment of a person from outside the Hong Kong service
who would bring with him experience of methods in force
elsewhere and a fresh outlook. The post is not one to which
it is desirable to appoint an officer of more than about
forty to forty-two years of age.
