Your saving No.4. In view of the difficulties

attendant on making any other arrangements during the war I

Lordship's

have decided to recommend for your/approval the promotion of

262472 K

John Wattie, the most senior officer in Class I of the Senior

Clerical and Accounting Staff, to the vacant post of Chief

Clerk, Colonial Secretariat. Wattie is aged 53 and at present

acting in the post. The question whether he should be

permitted to continue in the post after the age of 55,if the

war is by then over, would be reviewed in due course. I

should be glad if you would telegraph whether this course

meets with Your Lordship's approval. Other promotions

consequent on Wattie's promotion could be dealt with locally.

The scale of post of Chief Clerk, Colonial Secretariat, would

now be altered to that of Accountant, Treasury, viz. £800 to

£1050 by 5 of £30 amd 2 of £50 annually plus residential

allowance and with "new terms" as to quarters.

Opportunity has been taken to discuss

matter with Northcote who will examine

question on his return. If after considera-

tion he is of opinion that promotion of one

of the officers of medium seniority referred

to in your despatch is not advisable I should

be prepared to continue with secondment of

officer from Colonial Office for three years

period without (repeat without) intention of

any permanent transfer. In this case, at end

of three year period, one of these officers

of medium seniority may be able to take over

vacancy.

In this connexion I suggest that you

may like to consider possibility of sending

one such officer to the Colonial Oiïice

for a three year perioù. Experience thus gai

gained will make such an officer natural

successor to post of Chief Clerk though it

would be inadvisable to make any such

suggestion when candidate is selected.
