(e) Stock production should follow agricultural extension.

(f) Statistics emphasise the small contribution made by
present agricultural efforts to the total of foodstuffs
required by the Colony.
(g) Chief difficulties in agriculture are considered to
be Water, Finance, Soils, Manures, and to a lesser
degree Transport.
(h) Practical efforts to date have been made by Sir R. Ho
Tung, by the Agricultural Association of the New Territories, and by Government, in various ways.
(i) Recommendations have been made for the appointment
of an European and two Chinese for vegetables (Ho Tung) and an Animal Husbandry Expert. (Econ. Comm. & Pig & Poult. Comm.)
(j) Recommendation to subsidise an experimental farm
(Agric. Assoc. N.T.). Para. (k) under "Past
Expressions of Opinion" should be perused in this
connection.
7. Further Development as Indicated by Information given above From a general consideration of the above information it would appear that development should take place in three directions, namely (a) Improvements in Breeding of Pigs & Poultry, (b) Improvements in Agricultural Crops & (c) Assistance by some form
of Co-operation.
It must be pointed out that in the past (a) has received the greatest publicity and in consequence has assumed an undue importance (b) has been concentrated on vegetable production to the disadvantage of other important crops and (c) has received fairly unanimous support and is considered to be justified.
