REPORT AS TO THE SCOPE FOR THE DEVELOPMENT OF THE BOTANICAL AND
FORESTRY DEPARTMENT INTO AN AGRICULTURAL AND FORESTRY DEPARTMENT.
This Report is submitted in accordance with instructions received
from H. E. The Governor.

It is considered advisable that any development scheme put
forward should be supported by relevant facts, in order that the
whole matter may be viewed in its correct perspective. Therefore,
the Report covers the general problem, as well as that part of it
which is directly concerned with the Botanical and Forestry
Department.
3. In accordance with this view, the Report is sectioned as
