Clearly the time is inopportune for inaugurating
a scheme of this sort, equally clearly some provision of agricultural services is badky wanted in Hong Kong.
The mere fact that there are 100,000 acres of cultivable land and at least 50,000 acres under cultivation in the Colony makes the fact self evident.Colonies in the West Indies with far smaller cultivated areas and much smaller populations have quite elaborate provision for such services.
It is merely because the entrepot trade and the urban population bulks so largely in the picture and that agriculture is concerned exclusively in meeting in part the demands for produced the urban population that it has received so little attention. Agriculture is therefore regarded as of secondary importance, as in fact it is compared with the entrepot trade, but that is not to say that in neglecting to provide agricultural services, a clear duty has not been missed.
Agriculture in the New Territories shows as is natural all the characteristic features of Chinese agriculture and affords a great contrast to conditios in most other dependencies. It is of the intensive type and incorporates all the features which have for many centuries enabled China to support its teeming populations, livestock especially pigs poultry and to an extent cattle buffaloes play an integral part in it for it is really a specialised form of mixed farm ́ng» with the human organism as an addition- adjunct
To make progress an officer will be needed who has sufficiently broad training and outlook and in addition some knowledge and experience of Chinese methods and the Chinese people.
