(10) Encouragement of food distribution centres in areas outside the Colony so as to remove the Colony's position as the sole or main magnetic centre of free food distribution.
(11) Encouragement of all societies and bodies which aim at attracting refugee and surplus populations to other areas in China more capable of accommodating them.
(12) As a temporary measure, pending the full establishment of the scheme envisaged in the first three recommendations it may be necessary, in the case of the River Steamer traffic, to reduce the number of vessels per- mitted to bring passengers in and to stop altogether passenger entry by junk.
