I am directed by Viscount Halifax to inform you that the Chinese Ambassador called on the Parliamentary Under-Secretary of State on the 23rd September, and asked him to make investigations about a report which he had
received on the subject of proposed new immigration laws at Hong Kong. Dr. Quo had heard that these would provide that all Chinese should be in possession of a passport, and he pointed out that such a requirement would be unprecedented in the history of the colony; he would be much obliged therefore if he could be furnished for his own information and that of his Government with further information on the matter.
