Your telegram No. 502. Internal Security Scheme in Chapter 8 of the defence scheme will be applied. Police number 2,299 police reserves 427 and are being further augmented; Chinose street guards up to 1,000 is being formed. Health and medical services will be expanded as necessary.
Limitation of Chinese population by immigration legislation is in active preparation and should shortly be effective. Measures for controlled dispersion of population already reported in my telegram No. 569.
Food reserves are aa previously reported but the question of what ration for the rice eating population is being actively pursued and I will report
further on this.
