I attach a copy of a telegram from Hong Kong of ten days ago which was sent in reply to an enquiry made from here about certain defence measures in Hong Kong. It will be seen that in the second paragraph the 0.A.G. foreshadowed new measures under Immigration legislation to limit the Chinese population. We shall learn in the answer to No. 4 what in fact are the new regulations which the Chinese Ambassador believed to be in train. If they really do require all Chinese to be in possession of a passport they would go even beyond the recommendations in No. 1: (paragraph 8-in which simpler forms of travel document and entry certificate were contemplated). Pending the answer to No. 4, it may be helpful to write to Mr. Sterndale Bennett as in letter herewith.
