This 1336 Ordinance is an old-fashioned
statute to invoke having regard to the powers which the Governor has under Defence Regulations.
Particularly Section 12 is unattractive and

I don't see very much harm in Ordinance 109, 1896 as an occasional measure. In particular, S. 12 is aimed not at trade disputes but interference by rioters with the life of the community. I should have thought a more objectionable provision is S. 12A.
However, I do not wish to object to the draft telegram, which is, I suppose, mainly a matter of policy.
