I have the honour to refer to

your despatch No. 251 of the 20th May in

which you enquire whether favourable

consideration might be given to a

proposal to delegate the Governor's power

of making and executing grants and

dispositions of lands under Article

XIII of the Hong Kong Letters Patent.

2. It is suggested by the Attorney General that Instructions

from His Majesty should be given for

this purpose. My Legal Advisers are

of opinion, however, that if the proviso

to Article XIII of the Hong Kong

B. G. Crown Grants (Gov's Signature) bettero Patent of the 14th Februar

Ordce.

Nyasaland Crown Lands Ordinance, the

Fiji Crown Lands Ordinance, 1888, and
