In all the above cases a distinction appears

to be made between crown grants in fee simple and other methods of disposing of crown lands. In the former case the governor appears to remain the sole authority, while disposal by way of lease is generally vested by local ordinance in a sub- ordinate officer. Even in the case of crown grants however the law in some colonies (e.g.British Guiana and Ceylon) provides that the governor's signature may be attached by means of a stamp facsimile of his signature, provided that all such grants are countersigned by the colonial secretary or private secretary as the case may be.

A copy of the British Guiana Ordinance No.42 of 1930 is attached.

I gather from the opinion of the Attorney- General forwarded with the Governor's despatch that what the Governor wants is the power to delegate the grant of leases of Crown Land. This, as will be seen from the legislation referred to above, is not unusual and does not appear to require any amendment of or additional instructions.
