With reference to the last paragraph of your

telegram No.98 of 11th March, 1940, regarding the report

of the committee appointed to inquire into the adequacy

of the facilities at Kai Tak aerodrome, Hong Kong, I have

the honour to inform you that before considering further

the very comprehensive scheme proposed by the committee I

have directed that a preliminary investigation should be

made by a detailed survey of the environs of the aerodrome

with a view to ascertaining what amount of spoil would be

needed to form the necessary reclamations and whence the

very large quantity of filling that must be used could be

derived. The cost of this preliminary investigation will

be met from loan and the amount of $60,000 has accordingly

been provided in Appendix VI (C), Head (3)(a) in the

1940-41 estimates.

The engagement of staff for the work

of survey is now in hand and when the investigation is

complete I shall then be able to estimate better the

financial commitments of the committee's proposals and

take further advice as to how far and in what order of

priority they may be put into effect.
