With reference to your letters, No. 54035/40 dated 8th February and 24th April, concerning the proposed scheme of development of Kai Tak aerodrome by the Government of Hong Kong, I am commanded by the Air Council to acquaint on 54035/ you, for the information of the Secretary of State for the
4°Colonies, that they have carefully examined the proposal and have no objection to the scheme, which they consider would be of great benefit to Aviation.

I am to point out, however, that the proposed south- east runway (2,300 yards) would appear to be in approximate alignment with, and an extension of, the existing runway, to the east of which Royal Air Force hangars and buildings have been constructed. The Council would, therefore, be glad
if the area to the east of the proposed runway could be reserved for possible development for Royal Air Force purposes only.

I am also to state that as there is at present a slipway (now indicated in pencil on the plan) in the eastern area for landing Royal Air Force marine craft, the Council assume that steps will be taken to reprovide it in Kowloon Bay when the reclamation is complete.
4.
With regard to the cost of the undertaking, the Council assume that the Government of Hong Kong will bear the total cost, as they are at present unable to consider the payment of a contribution towards the cost of the work, apart from any work necessary in connection with the Royal Air Force use of the aerodrome.
