In accordance with Colonial Regulation No.265 I have the honour to request Your Lordship's covering approval of additional expenditure of the sum of $200,000 under Head 30, Public Works Extraordinary, Port Works, Diversion of Nullah at Kai Tak 1st Section.

The reinforced concrete deckings of the nullahs running underneath the Kai Tak Aerodrome have deteriorated and are considered unsafe for modern aeroplanes the weights of which have increased considerably since the Aerodrome was constructed and are now greater than that for which the deckings were originally designed. In view of the fact that larger and heavier aircraft may be expected in the future an improvement scheme has been devised which is divided into two sections, the first of which, affecting the western portion of the Aerodrome, includes the work of enlarging No.1 Nullah in Sam Tak Road and of forming an open cut to the west of the Aerodrome to replace No.2 Nullah. In view of its urgent nature it is desired to proceed with the work on the first section as early as possible; tenders have been called for and the lowest tender of $439,830 has been accepted. As no funds were provided for this work in 1940-41 estimates a supplementary vote of $200,000, which is the estimated expenditure during the current financial year, was necessary.
3. The consent of the Finance Committee of the Legislative Council to this additional expenditure has already been obtained in Finance Message No.8 of 1940/41, Item No.131.

No estimate can be given at present of the cost of the second section of the scheme which affects the eastern portion of the Aerodrome. The Royal Air Force is of course concerned with this part of the Aerodrome and it is understood that the Officer Commanding has submitted the matter to the Air Ministry for instructions.
