Dear Rowan
With reference to your letter of the 7th October (S.33955/01), we have had no information from the Hong Kong Government as to their inability to pay for the building of as many as four minesweepers. Your letter has been shown to Sir Geoffry Northcote, the Governor who is on leave, and he suggests that if it is possible to leave the matter over until his return early in the New Year he will look into it and see whether any of the difficulties felt by the Hong Kong Government are capable of being removed. We are inclined to think this would be the best course if you are
agreeable.
