at this office. As Financial Secretary I agreed to this limitation of scope of tax, but frankly it was
because it seemed otherwise unlikely that the thing
would be accepted at all without it and I am now inclined to think that it was probably wrong to agree
even on that basis. I should however be very
grateful to have your reaction. If it would not be
troubling you too much, it might be best if I were to come and see you, as the matter is certainly
complicated and is not easy to explain in a letter.
