The Inland Revenue people found it difficult
to give any more precise information, but I am quite
sure that they will be pleased to help in greater detail
when we receive a copy of the Bill or Ordinance itself,
and I hope that it may then be possible to send out some
sort of memorandum which may help you. I formed the
opinion, however, they would not advise the rejection
of this particular form of wording on administrative
grounds although admitting that it may result in your
collecting less tax than you otherwise would do. I
think, therefore, that it must be left to take its
course and when the Bill is received we can let you
have all the material the Board of Inland Revenue can
reek up.
I have no doubt they will have other points on
which to comment in due course, e.g. they were anxious
to know what was proposed about shipping profits and
about the taxation of agency business. Those, however,
can be left for the present.
I am sorry this is rather hasty but in view of
the general conclusion I thought it desirable to let you
know as soon as possible.
