Dear Martin,

You will remember that we discussed on the

telephone your letter number 54002/40 of 5th March, regarding the contribution for defence offered by Hong Kong. I told you that we agreed with your proposal. You also mentioned the general question of allocating in part or whole gifts from colonies to projects with which the colony is concerned locally.

I attach my only copy of a Treasury note of a discussion held on 5th July last which you wanted to

see.
