Mr. Hall-Patch which follows a telephone conversation. I explained to him that this was at least partly a matter for the Geographical Department but that I would refer it to you. The Hong Kong taxation is not strictly income tax but I think that this sort of point should be dealt with on the same lines as if it were and so far as income tax is a general subject I should have thought that Hong Kong should fall into line with the practice in this country. It would not appear necessary for any legal exemption to be made, as the matter could be dealt with by administrative act and if you agree the Hong Kong Government might be invited to proceed

accordingly.
