With reference to our conversation on the

23rd of July, we have now agreed with Hong Kong that Mr. Duncan Kennedy should be paid a fee of 800 guineas in addition to free first class passages and free transport and accommodation in Hong Kong. The Hong Kong authorities have also undertaken to make appropriate arrangements for Mr. Kennedy and yourself in respect of hotel accommodation and office accommodation. We mentioned to them Sir Geoffry Northcote's view that your hotel accommodation should be in Victoria rather than Kowloon..

We also agreed with them the terms of a notice, of which I enclose a copy, which it is proposed to publish in the press here on the morning of the 1st of August.

You will recall that Sir Geoffry Northcote suggested that you might find it useful to have a talk with Mr. Purvis, the Hong Kong Director of Public Works, who is at present on leave in this country. We have now heard from Mr. Purvis, who is at present in Scotland, that he would like to defer a visit to London for the purpose of seeing you until after the 1st of September. I presume that you would have no objection to this.
