I now write you, as promised when I had the pleasure
of a conversation with you on Tuesday.
I have given the matter careful condideration and I
shall be happy to undertake the task you outlined in connection
with the Port of Hong Kong, if I am entrusted with it.
Assuming that I were appointed, I just jot down one or
two points that would require to be clarified, some of which were
touched upon at our discussion, viz:-

The "accompanying" Engineer's position would no
doubt be defined. The letter from the
Governor speaks of the matter as more of a
question of policy, finance, shipping and
business convenience than engineering, and
suggests the obtaining of the advice of an
expert in port administration, but that he
should be "accompanied" by an experienced
harbour engineer.
