who have up to now acted in connection with harbour development there. These Consulting Engineers are

Coode, Wilson, Mitchell and Vaughan-Lee and they have been the consultants for the last 50 years on harbour works in the Far East including Colombo, Penang, Singapore, and Hong Kong, and have much local knowledge. It seems to us that there would be great advantage if a member of that firm, Mr. Coode or another partner, were associated with Sir David Owen. The association would be that of technical adviser, not of assistant, but there would be no reason why he should be responsible with Sir David Owen for the report, or sign it.
